Chairman Cordero Addressed Members of LACBFFA on August 22, 2013

Chairman Cordero discussed what lies ahead for the maritime transportation industry focusing on the FMC, infrastructure, and the environment in his August 22, 2013 address to the members of the Los Angeles Customs Brokers & Freight Forwarders Association (LACBFFA).

Specific to the FMC, Chairman Cordero commented on the Advance Notice of Proposed Rulemaking (ANPR) issued by the Commission in May of this year. The ANPR is part of the agency’s plan for a retrospective review of its existing rules. It seeks changes to ocean transportation intermediary (OTI) regulations with the purpose of adapting to changing industry conditions, improving regulatory effectiveness, improving transparency, streamlining processes, and reducing regulatory burdens. The Chairman’s speech highlighted how, through clarification and recognition of changing industry conditions, many of the proposed changes will make the Commission’s regulatory process more efficient. The Chairman’s remarks also focused on maintaining a credible licensing and renewal program. During the question and answer session, the Chairman spoke in more detail with LACBFFA members regarding specific changes and how, with a credible licensing system, the value of an OTI license is protected and enhanced.

This outreach with stakeholders in the industry continues his commitment of protecting the shipping public and working with the OTI industry to hear concerns and recommendations. Chairman Cordero, in his remarks, encouraged all those in the industry to share their comments and reviews so the Commission can continue the dialogue that impacts the maritime trade.
